As part of refactoring work for moving stack specific settings/configs from cluster-env to settings.xml:
- we need to add "settings.xml" in the mpack, and 
- given the flat structure of stack from 3.0 onwards (no inheritance), we need to add settings folder which contains {{stack_features.json}},  {{stack_packages.json}} and  {{stack_tools.json}} in {{/var/lib/ambari-server/resources/stacks/<stackName>/<stackVersion>/properties/}} directory
