   For every DS assigned to the topology, ensure that at least one server
   in each of the topology's cachegroups meets the DS's required
   capabilities.
   
   ## Which Traffic Control components are affected by this PR?
   
   - Traffic Ops
   
   ## What is the best way to verify this PR?
   Review the new test case, decide whether it's sufficient, and make sure the checks pass.
   
   ## The following criteria are ALL met by this PR
   
   - [x] This PR includes tests

   - [x] This PR includes an update to CHANGELOG.md OR such an update is not necessary
   - [x] This PR includes any and all required license headers

   Oh wait, the Mid server just was not on CDN 2. Validation works when the Mid is on CDN 2.
