Multiple users for tomcat

Hello, I've tomcat running under red hat 7.0, and i
would like the users in this machine can acces to the
tomcat services (run JSP and servlets). They must have
a directory "public_html" to run the apps, but i dont
know how, the users are under /home directory
/home/user1
/home/user2

and their directory would be /home/user1/public_html
could it be possible?
