It has been observed a number of times that the Permitted Nodes list has been lost on an HA node causing unexpected intruder detection.

On investigation is seems there is a race condition between the JE AppStateMonitor (EnvironmentStateHolder) being registered and the JEs AppState being queried for after environment restart.  It could therefore sometimes be NULL which caused the Permitted Nodes logic to wipe the nodes list for the node.
