Two things:

  I propose we create the 3.0 branch now that rc4 seems relatively stable.

  I also propose we also delete the "b3_0_0_pre_3" branch as it is not
  needed and I'm not even sure why we have it.

Not part of the vote, I think we can just decide this by discussion:

  Since branches are now under the "branches" directory, I suggest we
  simply name the new branch "3.0".  I don't think we need the "b" or the
  underscores.
