batik docs on apache-website

Hi there,

while downloading the latest svn-content i browsed the apache website and 
found this:
at 
http://xml.apache.org/batik/install.html - choosing a distribution
it states ' .... the user should make sure that a JDK is installed ... '

Why exactly is a JDK required and a JRE is  not enough? (For development - 
ok, but normal use?)
Shouldn't this be simplified ?

Next line: the link to 'System requirements' is broken
