Description:
we are trying to validate an Xml instance document against the schema. But it 
does not validate it properly because it does not throw any exception even with 
invalid tag value.

e.g. HOMEPAGE_NEWS tag can only have "all and "regional" as valid values. But 
even with a non-valid value for this tag, the validation goes through with no 
exception
