HBASE-13153 (Bulk loaded HFile replication) looks like a good candidate to backport to 0.98. It would address an important functional gap in replication (bulk loads don't replicate) for 0.98 users, is a new feature toggled with a new configuration parameter that is by default off, and does not change any interfaces not marked as Private.
