The US use licenSe as both noun and verb; elsewhere licenCe is the noun, and licenSe the verb.
So you and I can say: they were licensed to issue licences.
The ASF website almost always use the US spelling on the website, i.e. with an 'S', so that should ideally be the case for projects too.
