[I] [C++][FlightRPC][ODBC] SQLError for macOS [arrow]
alinaliBQ opened a new issue, #49250:
URL: https://github.com/apache/arrow/issues/49250
### Describe the enhancement requested
AC:
- implement SQLError for macOS. On Windows, the driver manager will map SQLError calls to SQLGetDiagRec automatically, so the driver doesn't need to implement SQLError on Windows. On macOS, the iodbc driver manager doesn't map `SQLError`, so the ODBC needs to expose this API to give error information.
### Component(s)
FlightRPC, C++
