   @runningcode I merged this because I think it is an improvement, however it does not fix BEAM-11512. Specifically I tried to:
   
   1. Change `version` or `sdk_version` in [gradle.properties](https://github.com/apache/beam/blob/d3422f3d656249065dab1f8ff16394358c0ba814/gradle.properties#L27-L28).
   2. Run `./gradlew :sdks:java:core:processResources`.
   
   Gradle reports that `processResources` is up-to-date, and `sdk.properties` is unchanged.
   
   So we will still need #13597 or something similar.
