[SDO] Specification vrs implementation test cases

Having some thoughts about the organization of test cases.

The current SDO test cases test a mixture of spec functionality and SDO
extensions and implementation choices.  It would be good if this distinciton
was clearer such that there was a set of test cases that tested spec
compliance and only used public spec APIs and another set of test cases that
tested Tuscany extensions and implementation choices ( i.e SdoUtil etc ).

To go another step further it would also seem valuable to have the spec test
cases pulled out into a compliance project that could be leveraged and
contributed to by other vendors implementing SDO.  That may achieve more
consistent and reliable SDO implementations for users which would increase
SDO adoption throughout the market place which is a good thing.

. . . any thoughts on these matters ?

Nice, how about a SDO certification program? Of course, Tuscany needs to
pass first ;-)
