starteam and includes/excludes

I am continuing to refactor this task and I am looking at the
includes/excludes parameters.  This code is non-standard compared with
how other tasks handle it and I wonder why (possibly because the
Starteam file system is non-native).

Does anyone know if the other source control tasks have solved this
problem, and where the standard code lives?
