The Apache Cocoon XInclude Transformer handles xpointer the old way.
Until that is fixed at Cocoon (and we at Forrest upgrade our packaged Cocoon) there is a workaround (part of r685044) which does a transformation to append the value of the xpointer attribute to the href attribute. This encourages proper use in the xdocs source documents.
