PDF Generation page-at-a-time

I currently am using Tomcat 4.0.3 with PDF LIB.  Unfortunately, PDF LIB
does not support page-at-a-time generation of pdf's over the web.  I would
like to do this so that when a user requests a pdf to display, they don't
have to download the entire .pdf before starting to view it.  I do know
that this is possible, but I am not sure exactly what I need.  Does Tomcat
even support this functionality?  Any help would be appreciated...
