Currently, the test utility classes are not bundled in the PyFlink package. This doesn't affect the functionalities. However, when users are trying out PyFlink and developing jobs with PyFlink, they may want to write some unit tests to ensure the functionalities work as expected. There are already some test utility classes in PyFlink, bundling them in the PyFlink package could help users a lot and allow they write unit tests more easier.
