running two apache servers on same machine (fwd)

Is there a way to run two separate apache servers
on the same machine so that for virtual domains
the cgi scripts can be run as separate users? I
desperately need to do this so that the separate
CGI databases are secure. I tried it and the second
server wants to connect to the same port(80) even
though I tell it not to in the http.conf file.
Please reply.
