[~stack] that this is failing means either tailing HLogs is broken or that we have data loss in 0.96.

Looking at this run http://54.241.6.143/job/HBase-TRUNK/org.apache.hbase$hbase-server/428/testReport/org.apache.hadoop.hbase.replication/TestReplicationKillSlaveRS/killOneSlaveRS/, I can see that at the end there's 3 rows missing. All the test is doing is inserting data in one cluster that replicates to another, and during that time we kill one RS on the latter cluster.
