[PR] Fix chunked-encoding test to run with more basic netcat [trafficserver]

Attempting to make autests run on ubuntu 22. A number of tests rely on additional argument like -o and -c that are not on the default netcat on the ubuntu distributions. This PR follows the style of the server shell script used by post_slow_server tests.
