Just my two cents, as a relative subversion beginner:

Sounds unecessary. We already do this by keeping a /home/USER  
directory at the top level of our repository for each developer.  A  
developer can keep as many private, temporary or otherwise in- 
progress branches there as s/he likes. They are then merged back into  
the repository proper when they are ready.
