[Bug 5487] multiple "urirhssub"s using the same zone overwrite each other

Re-titling again.  It turns out that if you declare two "urirhssub"s that query
the same zone only the last one declared is used.  This causes any rules that
depend on any of the previously declared "urirhssub"s to never hit.
