Backport of #564 for release 9.0.
It is important to make sure we have a (released) IDE that can work with sources from the [netbeans repository](https://github.com/apache/incubator-netbeans/) after #536. To achieve that I suggest to backport this apisupport part of #564 - if we have it the 9.0 version able to open the sources we can apply #536 whenever we want.
As the technical change in #564 has already been review, I am asking more for a blessing from release co-ordinators. Please approve.
