Currently when build a partitioned and continueous cube with /build or /rebuild rest api, the startTime param can be 0/null or even empty. Only endTime param is requried and startTime will be replaced with the endTime of last segment built-successfully. 
If such a cube is totally empty and partition_start_date is configured, the first-time api build without startTime should start with partition_start_date, not 1970-01-01 instead.
