As a default algorithm, I think this behaviour is just fine. It allows people to configure a main server and one or more fallbacks in case the main one is not available. More advanced algorithms tend to make choices that not everybody might agree with (round-robin is good if you're load balancing, but not in all cases, the same goes for detecting if a server is "too busy"). Discovery is plug-able so users can create more complex behaviours if they need them.
