Yeah, I think that'd be fine. Anything that would reduce the number of emails.

In particular though, we really have to avoid sending any Github or Jira emails to the dev@trafficserver mailing list. The traffic to this list has gotten ridiculous in the last months.

So, +1 on the PR workflow, and also make sure that dev@ is not the destination on any emails from Jira or Github. Doable?
