Post our release I raised the CMS request  for HDT site. But I have
received the following reply. According to INFRA it is an automated process
available @ https://infra.apache.org/officers/webreq.

I do not have rights to access it. Can someone else initiate it  ?

Please use the documented process for requesting a new CMS for an
incubating project.
This procedure is now mostly automated instead of using JIRA.
