Description:
We should add a COMPLETE token or file into the fileAndChunkRegion when a Lucene Index is ready to be used (after computeRepo completes). This will be at the bucket level. Every fileAndChunkRegion will have it's own token/file
Processes that use a Lucene Index can check for this token/file before using the index
