Yes it's still happening. And it's a problem in the archives too, which might rule out the spam explanation. Very strange!
Here's a recent Hive issue that doesn't show its commit comment or Resolved notice in email to issues@hive (or archives):

But others include all their comments -- maybe you can find what's different about them:

One variable is whether a comment is added separately or at the same time the resolution is being changed. The missing comments seem to have been added separately, and their resolution notices weren't sent to the mailing list either. And yet the screenshot shows that "Issue Resolved" messages are supposed to be sent.
When everything went to dev@hive instead of issues@hive, all the comments and Resolved notices were sent and archived (no spam problems). Maybe you can find some clues there.
