[PR] [CI] Use LLVM 17 for tests on `ci_arm` [tvm]

lhutton1 opened a new pull request, #16062:

   Changes the config script to build TVM with LLVM 17.
   
   Note: This PR also includes the contents of #16032 to allow for testing with llvm 17 support.
