The retrieve_user_data subroutine should be removed from DataStructure.pm.  All calls should be changed to utils.pm::get_user_info.

I added retrieve_user_data a long time ago thinking all of the database queries would eventually reside in DataStructure.pm.  It makes more sense to keep them in utils.pm.  The get*info subs in utils.pm have been updated since retrieve_user_data was written.
