No, it is not created by a German user.

It is the default whiteboard created by the system, when entered a public
conference room. I wonder where it takes the language from. The name of the
room is English and the default language is English too.

And you are right the next whiteboard created in that room is English.

Wouldn't it be more appropriate if the whiteboard title corresponds the
language of the first user who enters the room.
