[VOTE] Pulsar Release 2.9.3 Candidate 1

This is the first release candidate for Apache Pulsar, version 2.9.3.

It fixes the following issues:

* verify sha512 checksums
* verify gpg signatures
* build pulsar and pulsar-all docker images
(massimilianomirelli/pulsar{-all}:2.9.3-rc-1)
* execute Fallout distributed system tests on multi-node k8s environment:
  * Pulsar functions, data-generator-source produces 10000
  * Sending and receiving 1000000 via KeyShared subscriptions
  * Produce and consume 100000 messages with TLS enabled
  * ElasticSearch connector sink - 1000 messages delivered to sink
  * Produce and consume 100000 messages

I could still see the python scripts permission problem:
https://github.com/apache/pulsar/pull/11951. That is now patched by
https://github.com/apache/pulsar/pull/16149.

Yes, It’s a problem and does not exist at another release.

This problem also exists at 2.9.2 and 2.10.1

This problem also exists at 2.9.2


I will fix the pom.xml.versionsBackup problem and then close the current vote thread and start a new RC today.

Also,
the file bin/pulsar present in the source tarball is not executable
and we are missing the file "src/check-binary-license.sh"

If these problems are also in 2.9.2, then I don't consider them as
blocker, otherwise there is a regression

There is a PR: https://github.com/apache/pulsar/pull/16109 removed
pulsar-zookeeper-utils, which fixes this issue. But in branch 2.9, we
still need this module, we can not cherry-pick this pr into
branch-2.9. We can exclude the `io.grpc:grpc-core` in one dependency
to fix this issue.
