IMPALA-8572[WIP]: improve QueryEventHook execution
This commit hardens guarantees around QueryEventHook execution by
adding the following features:
*hook timeout/cancellation*
*hook rejection*
*hook performance metrics*
Testing:
- added unit tests for new features
- re-ran existing E2E tests
