Eroma closed AIRAVATA-2426.

This is decided not to fix because when it comes to shared queue the maximum CPU could be lower than the number of CPUs per node. For non-shared the number of CPUs per node must be equal or lower than the maximum. Hence the validation is not implemented. This is manually to be controlled by the gateway admin.
