IRC times, was Re: [C2] Bug tracking

Two observations:
  Openprojects.net is available on port 8001 which may help with some
(stupid) firewalls.
  Timezones are best stated as offsets from UTC, like in mail headers,
so GMT = +0000 and CET = +0100 (I think).

OT, reply by mail if you know: why is the list mangling reply-tos?
