error with redirects on tomcat-4.0b5+apache

hey guys. when i try to issue a sitemap redirect using
tomcat-4.0b5+apache, i get this exception:

java.lang.IllegalArgumentException:
tables/trouble_ticket_table/query?clause=active&clause=for-employee at
org.apache.catalina.connector.HttpResponseBase.toAbsolute(HttpResponseBase.java:673)

at
(sitemap stacktrace follows)

before i go digging, any idea what's up with this? *sigh* note it works
_fine_ when i use tomcat-4.0b5 standalone.
