NTLM work is done

Hi Oleg,

FWIW, I received confirmation today that the work on NTLM is complete,
and tested.  So if that was holding up a 4.2.3 release, it should no
longer.

Fantastic! My concern is that given we have 5 active PMC members only
the release vote may fail due to too many folks being on vocation or
staying away from their computers and mail boxes. I'll start cutting
4.3a1 and 4.2.3 releases in the first week of January.
