[PR] refactor(schema): split UpdateSchema into focused modules [iceberg-rust]

## Which issue does this PR close?
Prerequisite for the focused UpdateSchema series split from #3069.
## What changes are included in this PR?
Moves the existing UpdateSchema implementation into three private modules:
- mod.rs: public action and AddColumn API
- apply.rs: schema application and transaction commit logic
- tests.rs: the existing unit tests
This is a mechanical extraction only. Public API tokens and implementation/test bodies were compared with main; the only code visibility changes are private-module test hooks.
## Are these changes tested?
Yes. All 19 existing UpdateSchema tests pass, the doctest compiles, formatting and Clippy pass, and an independent review found no behavioral change.
