struts-example from 3/8/2001 Nightly Build failed

I downloaded struts nightly build 3/8/2001 and run the struts-example. Tomcat 3.2.2 failed to start up this application.

I notice that in this build, the commons jars are included. Has anybody encountered this problem. It seems like the action servlet fails to load.
