If the html tag is used with xhtml="true" on a page that states
session="false", a document containing nothing but the
string "[ServletException in:/shared/template.jspf] null'" is returned - no
error is reported elsewhere.
I suspect that the problem is due to Struts attempting to access or even create
a session object in order to get a value for the "xml:lang" attribute.
