    Resolution: Implemented

Include these 2 new jars into Maven build procedures (Jerry)
Include these 2 new jar files info ducc start-up scripting (Jim)
- Consolidate WS authentication into one class
- Author new Linux authentication class
- Add user include/excluse lists support in ducc.properties
- Add groupinclude/excluse lists support in ducc.properties
- Is now the default authentication mechanism (as opposed to none)
- Update ducc.properties documentation
