We already discovered two problems during recovery of committers when a post commit topology is used

Both problems also apply when recovering Flink 1.14 unified sinks committer state and migrate it to the extended unified model.

As part of this ticket we should fix both issues for the migration and also increase the test coverage for the migration cases i.e. add test cases in CommitterOperatorTest and CommittableCollectorSerializerTest.
