[ANNOUNCE] Apache flink-connector-jdbc 3.1.0 for Flink 1.16/1.17 released

The Apache Flink community is very happy to announce the release of Apache
flink-connector-jdbc 3.1.0. This connector supports Flink 1.16 and 1.17.

Apache Flink® is an open-source stream processing framework for
distributed, high-performing, always-available, and accurate data streaming
applications.
