removing {{<reporting>}} section was abandoned because of MSITE-484

then having a local ReportPlugin that is a copy of {{org.apache.maven.model.ReportPlugin}} to completely decouple from core is not really useful: we should finally use original {{org.apache.maven.model.ReportPlugin}}.
Supporting this class will permit maven-site-plugin removal or {{reportPlugins}} and MPDF-48
