Audit new public R APIs.  Take note of:
* Correctness and uniformity of API
* Documentation: Missing?  Bad links or formatting?
** Check both the generated docs linked from the user guide and the R command line docs `?read.df`. These are generated using roxygen.

As you find issues, please create JIRAs and link them to this issue.
