    Resolution: Won't Fix

Storing jars in a region would potentially result in lots of memory consumption.

> Currently xml and properties are stored in an internal cluster configuration region. However, for jar files only the name is stored in this region, while the jar bytes are stored in the filesystem of each locator. We should simplify things by storing the jar bytes in the same internal region.
