[VOTE] Jira Workflow

Hi all,

as the discussion around the proposed Jira workflow seems to have run
its course I would like to start a vote on this topic.

I propose that we use the workflow as detailed in [1].

I won't muddy the waters here by adding any textual interpretation, I
think the picture pretty much speaks for itself.

I am +1 on this.

As usual I'll leave this running for at least 72 hours.

had a single negative vote, so I think we can safely call it.

The vote passes with 7 +1 votes (6 binding), no 0 and no -1 votes.

I'll open an infra ticket to get the changes made.
