I may have a test case for a maven core bug in forked execution

I filed this against the release plugin, but Robert's remarks on the
User list suggest that perhaps the source of the distress is actually
the core forked execution implementation. Is anyone interested in
taking a look? I've got a comprehensive test case on github that is
linked from the JIRA.
