Handling for non-exclusive partition need to be finalised.

Cluster node count 
# NOLABELS= 10
# LABEL 1 =10
# LABEL 2 (NON EXCLUSIVE) = 10

For am request to default partition should be consider NON-Exclusive nodes too ??
