unknown service PoolService requested

I am attempting to use turbine using the built in tomcat in netbeans 3.4
(4.something). 
I am getting the following error:
org.apache.turbine.services.InstantiationException: ServiceBroker:
unknown service PoolService requested
 
I realize another version of tomcat might resolve this, but I would
really like to continue using the integrated version. Any ideas?
